Our Philosophy

  • To share the good news of Jesus, our Savior, with young children – with or without a church home – their families and others, through daily Bible study and related family activities.

  • To teach young children that out of love for their Savior they will want to speak and act in a way that pleases Jesus.  The staff at TSL preschool will show love and guidance in Christian discipline provided in the total learning environment.

  • To nurture the spiritual, social, emotional, physical and cognitive development of young children through a developmentally appropriate curriculum that is Christ-centered.

Enrollment Policy

Requirements

Recognizing that Jesus has commanded us to teach the Gospel to every creature and that God would have all people to be saved, children shall be enrolled at the TSL ECEC in the following priority:

  • An equal priority will be given to those children whose families have no church home and those children whose families are members of Trinity or St. Luke’s congregations on a first-come, first served basis.

  • Children of families who attend neighboring WELS or ELS congregations.

  • Children of families who have a church home outside of our fellowship.

The following points must also be followed for enrollment:

  • The child must be four years of age by September 1.

  • The child must be self-sufficient in the bathroom.

The TSL ECEC welcomes all children to enroll without reference to race, color, national or ethnic origin.

Procedures

Before a child’s enrollment can be completed, a $25.00 Enrollment Fee and the following forms must be filled out completely.

  • Application for Enrollment

  • Health Report signed by the child’s physician

  • Immunization Record

  • Emergency Card

Exclusions

The TSL ECEC reserves the right to exclude enrolled children from attending due to the following:

  • Non-payment or excessive late payment of fees

  • Parents or guardians who do not observe the policies of the TSL ECEC

  • The child appears ill, overtired, or unable to participate in the daily program.  (Parents will be asked to take the child from the ECEC immediately if present or within one hour of notification if not present.)

Collection of Fees

The TSL preschool operates Monday, Tuesday, Wednesday, Thursday and Friday from 8:10 – 10:55 a.m. during the school calendar year. The tuition is $650.00/3 days, $800.00/4 days, and $950.00/5 days. Payment can be made in full at registration or monthly payment arrangements can be made.  A $25.00 non-refundable deposit is due with the application for enrollment form and will be applied to the tuition.  This registration fee reserves a spot for your child in the program.

Extended care is available Monday through Friday afternoons from 10:55 a.m. – 3:00 p.m. The fee is $12.00 a day. After –school care is also available from 3-6 p.m. The fee is $3.00/hour for the first child.

At the time of registration, parents should indicate their extended childcare needs.  Each child enrolled in extended care should have a consistent schedule each week. If the child needs a shorter time of care other than the afternoon block of time, arrangements can be made with the director, as long as there is room in the facility.  (Priority will be given to those using the full afternoon block of time.) Payment for extended care is due on the Friday prior to the week that services are given and should be given to the Western Avenue office secretary.

A penalty of $5.00 will be added to a bill if the payment is not made on time. After the payment is one week late, the child will not be provided care until the payment is made.

If a child is unable to use the extended care that has been scheduled, a credit voucher will be given in the amount of services missed. This voucher can be used to pay for extended care at a future date. Up to five vouchers will be issued throughout the school year.

Parents are asked to give a two-week written notice if it is necessary to change their extended care needs.

The extended care children are dismissed at 3:00 p.m. We will be waiting for you on the playground. Please be prompt.

  • Boots, coats, snow pants, hats, mittens and any other outdoor clothing must be labeled with the child’s name.

Open-Door Policy

TSL ECEC believes that parents are very important to a successful educational program; therefore, we want to welcome them to visit their child, share their talents with them, communicate with staff, and participate in field trips and special events. Phone calls are also welcome.

Schedule

The TSL ECEC follows the TSL school year calendar.  If TSL is closed because of weather or an emergency situation, the TSL ECEC would also be closed.

Preschool / Snacks and Meals

  • All children will have the opportunity to bring a healthy snack to share with the class on a weekly rotating basis.  Each child will receive a snack schedule.  On special occasions (birthdays and holidays) children are permitted to bring sweets or candy. Milk can be purchased on an annual basis.

Extended Care / Snacks and Meals

  • If the child will be attending the afternoon extended care program, the Trinity-St. Luke's hot lunch program will be available for an additional fee. Tickets can be purchased on Monday, Wednesday and Friday in the school office.

  • Your child also has the option of bringing a bag lunch.  We ask that the bag be properly labeled with your child’s name and any other important information.

  • Children should bring their own snack for the afternoon.

  • A milk ticket should be purchased for the afternoon snack. Tickets can be purchased in the school office.

Rest Time for Extended Care

  • All children attending the afternoon extended care program are required to rest.  We understand that not all children will actually fall asleep.  After the children have rested for half an hour, they are allowed to play quietly with teacher-approved activities until the rest time is finished.

  • Please provide a small blanket for rest time.  TSL ECEC will provide mats for your child’s naptime.

  • Blankets should be taken home to be washed each Friday and returned the following Monday.

Discipline

The goal of discipline is to teach.  The school assumes the role of the parent/supervisor when the children are under its care.  Discipline of children will be carried out in a God-pleasing manner.  “Preach the Word, be prepared in season and out of season; correct, rebuke, and encourage – with great patience and careful instruction.”  (2 Timothy 4:2)

Should a discipline problem arise, the teacher will use the following procedures:

  • The teacher will explain to the child what action was wrong and why it was wrong.

  • The teacher will reassure the child that Jesus forgives our sins.

  • The teacher and child will offer other ways to behave in such a situation.

  • The child may be given a time out.

  • The child may need to be removed from the room if others are endangered.

  • In severe discipline cases, the teacher and/or principal will consult with the child, parents, and/or pastor for further cooperative disciplinary action.

  • Parents will be notified at pick-up time about what happened.

  • The teacher may keep notes to document particular problems.

No physical punishment will be allowed.  The teacher will not use hurtful comments to discipline the child, nor will children be embarrassed in front of others.

It should be noted that each child or situation will be handled in the way that is best for that child.  While some children may need a “time out”, others will change their undesirable behavior when a spoken reminder is given.  It is important to remember that while we strive for a clear policy, individual situations will dictate the method of discipline.

Children who continue to be uncooperative may need to be dismissed from the TSL ECEC Center.  Teacher, director and parents will be regularly updated in such situations.  In more extreme cases, the disciplinary problem will be referred to the Joint Board, where more serious action will be taken.  Suspension, a short-term exclusion from school, or expulsion, a long-term exclusion of the student from school may be used.

Children who are using, possessing, or dispensing illicit drugs, narcotics, tobacco or tobacco products, alcohol or alcohol concentrates, or have used physical violence against a teacher or student, will be promptly suspended.

Health Policy

The TSL ECEC will provide children with a healthy, disease free environment.

  • All staff and children will wash their hands before meals and snacks and after using the bathroom.

  • Any evidence of unusual bruises, contusions, lacerations or burns will be reported to the director and noted in the child’s record.  The director will report any suspected cases of child neglect or abuse to the proper authorities in accordance with the law.

  • When a child becomes ill while at the ECEC, the staff will proceed as follows:

    • Children with lice, sore throats, inflammation of the eyes, ringworm of the scalp, rash, vomiting, diarrhea, a fever of 100 degrees or higher, or other symptoms that may affect the health of other persons will be taken to the Health Room and kept in isolation until the parents/guardian arrives.

    • Children suspected to have strep infection, chicken pox, German measles, infectious hepatitis, measles, mumps, scarlet fever, whooping cough, diphtheria, meningitis or any other reported communicable disease, the child will be kept in isolation from other children and the child’s parent/guardian will be immediately notified to pick up the child.

    • In the health room the child will be provided a cot and blanket until the child’s parent or guardian is able to take the child.  A responsible adult will watch the child until the parent/guardian arrives.

  • If a child is diagnosed as having a communicable disease, the exposed children will be observed for symptoms and a notice of the outbreak will be posted for all parents.  The name of the child that is diagnosed will be kept confidential.  The diagnosed child may return to the TSL ECEC after the child has a written statement from a physician or has been absent for a period equal to the longest incubation period.

  • Children that are ill with symptoms of fever, vomiting and diarrhea must be free from those symptoms for 24 hours before returning to the TSL ECEC.

Medication

The TSL ECEC will not supply non-prescription drugs or pain relievers for student use.  Any student requiring non-prescription medication must have parental approval and bring the item from home.

Wisconsin Statutes require that if prescription or non-prescription drugs or medications are to be administered by a teacher or school employee, the TSL ECEC Director must have written authorization from the parent or guardian.

  • the name of the medication

  • dosage

  • the time of day the medication is to be given

  • duration of time the medication is to be given

  • signature of physician or parent

Pre-printed medication forms are available from the school offices.

The TSL ECEC will contact your physician regarding the administration of medication should more information be necessary.

Medication sent to school should be in a properly labeled bottle and must be given to the classroom teacher.  The label of the bottle must contain the name and telephone number of the pharmacy, student identification, name of the physician, name of the drug, and the dosage to be given.

Home-School Society

This organization of TSL has as its purpose the furthering of relationships between the home and school in its educational endeavors.  This is done through regularly scheduled meetings, special events, and the assistance of the Home and School Society in a number of projects.

Meetings are held four times a year during the months of September, November, February, and April.  The September meeting is traditionally held to welcome new members and faculty; the other meetings will have an educational topic, a short business meeting, and fellowship time.

The HSS sponsors Relay Day. All school Olympics are held at Clark Park with hot lunch provided.

The HSS assists the school with a number of financial projects.  Non-budgeted items are usually brought to the attention of the HSS through the principal.  The HSS will then provide funds for the item(s).  The HSS raises funds through donations received at each meeting, the sale of Christmas wreaths and entertainment books to members of Trinity and St. Luke’s congregations, the “We Care” program of Pick n’ Save, the SCRIP program and the General Mills cereals box tops.

Please take an active part in the HSS.  The meetings are an excellent chance to visit with other school parents and teachers in a social setting.

Volunteers

Throughout the years at TSL we have been blessed with any number of parents and congregational members who have stepped forward and offered their assistance to us through volunteering at TSL. Whether it has been assisting with the hot lunch program, coaching athletics, tutoring students, helping with Relay Day, chaperoning on field trips, or helping with basketball concessions and tournaments (just to name a few items), we have been thankful for the help given.

However, because of changes in society and the rise of sexual abuse in the United States, it has been necessary for the Joint Board of TSL to adapt a policy concerning volunteers at TSL.  This policy is one that is also recommended by our Wisconsin Ev. Lutheran Synod and our insurance carrier.

Those volunteers who have access to children will need to receive a short orientation to volunteering at TSL.  In addition to practical hints and suggestions to making your volunteering time at TSL enjoyable for you, we will also be asking TSL volunteers to view a video on sexual abuse and sign a statement indicating they have no past record of sexual abuse. All those who will be volunteering are asked to attend an orientation meeting.  The orientation session will take place in the TSL Western Avenue Multi-Purpose Room and will last about 30 minutes. Parents who received an orientation during previous school years do not need to repeat this orientation.

We thank all those who in the past have volunteered here at TSL. We hope many more of you will also be willing to give of your time in this way.

Parent Communication

Home/School Meeting - During the summer, the teacher will conduct home/school meetings to become better acquainted with parents before the school year begins.

Newsletter - Parents will receive a weekly school newsletter called the Tiger Talk, which contains information about activities at the TSL ECEC. The teacher will also write a newsletter of classroom activities each week.

Parent-Teacher Conferences – Conferences will be held twice a year.

Emergencies

If a child is injured or becomes ill at school, the child will be cared for temporarily by a teacher and the parent/person indicated on the Emergency Information Form will be notified.  If the designated person cannot be reached, we may call the child’s doctor if so indicated.  If the condition is of a serious nature, your child will be sent to the Watertown Memorial Hospital.  Specific emergency instruction should be written out and placed in the ECEC files.

If, over the course of the school year, any emergency information should change, please contact us promptly so our records can be kept up to date.
